In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. This ICR requires companies holding safety permits to develop communications plans that allow for the periodic tracking of the shipments. A record of communications that includes the time of the call and location of the shipment may be kept by either the driver (e.g., recorded in the logbook) or the company. These records must be kept, either physically or electronically, for at least 6 months at the company's principal place of business or readily available to the employees at the company's principal place of business. No comments were received in response to the 60-day Federal Register notice.

FMCSA announces its decision to grant an exemption renewal to Loomis Armored US, LLC (USDOT 252201) (Loomis) to allow the company to continue operating armored vehicles with welded-shut cab doors and the addition of two doors behind the cab. FMCSA has analyzed the exemption renewal application and the public comments and determined that the exemption, subject to the terms and conditions set forth below, is likely to achieve a level of safety that is equivalent to, or greater than the level that would be achieved absent such exemption.

Exemption Application: Commercial Driver's License; PAM Transport, Inc.

FMCSA requests public comment on PAM Transport Inc.'s (PAM) application for an exemption from the requirement that a holder of a commercial learner's permit (CLP) who has successfully passed the commercial driver's license (CDL) skills test but not yet been issued CDL credentials be accompanied by a CDL holder in the front seat, while the commercial motor vehicle (CMV) is driven by the CLP holder. PAM states that the CDL holder would remain in the CMV while the CLP holder is driving, but not necessarily in the passenger seat of the vehicle. FMCSA is required by statute to publish a notice explaining each exemption request. This notice does not indicate what decision FMCSA will ultimately reach on the request. After reviewing the application, safety analyses, and public comments submitted, FMCSA will grant or deny the exemption.
